China’s growing role as a digital power, with a central role in global digital technology manufacturing and innovation, has created a major new front in geostrategic competition. The United States and Germany increasingly agree on the importance of secure digital infrastructure as well as strengthening their digital competitiveness based on shared liberal democratic values. Strong transatlantic cooperation will be essential to achieving these shared goals. This paper, authored by Dr. Maximilian Mayer for the AICGS transatlantic workshop, “China as Digital Superpower: An American-German Workshop on Digital Infrastructure and Digital Security,” sets the stage on the digital policy debates and developments in Germany and the United States.
