Germany is highly dependent on foreign suppliers and markets - especially from the United States and China - both in the hardware and software sectors and for data and cloud infrastructures and platforms. In order to reduce these asymmetrical dependencies, various strategies and measures have been developed in recent years. Under the guiding principle of "digital sovereignty," the German federal government is taking an inclusive and competition-oriented approach that seeks to mitigate digital dependencies not through protectionist measures, but primarily through diversification and moderate regulation. In addition, mutual dependencies with other countries are to be created in certain areas through targeted industrial policy support. However, it is uncertain whether this reactive strategy is promising and whether the financial scope of the initiatives launched is appropriate.
