Although the Russian presidential elections were by no means open-ended, CASSIS Fellow Prof. Dr. Heinemann-Grüder believes it is plausible that a large proportion of Russians voted for Putin. The war in Ukraine led to the population rallying behind its political leadership. In this respect, the war is not "Putin's war", but a "war of the Russians", according to Heinemann-Grüder.
