With a new naval base in Sudan, Russia can chalk up another partial success in its Africa strategy. In an article on Deutsche Welle, Prof. Dr. Heinemann-Grüder raises the question of what Sudan might expect in return for the Russian base. He also warns of the dangers that Europe could face and advises Western countries that "military cooperation with the Russians could have consequences for development cooperation or perhaps even for humanitarian cooperation".
