"The Élysée Treaty of January 22, 1963 is still the foundation of Franco-German relations today. It is a great achievement because it revealed a common vision of both countries and it was wrested from a checkered history - in a sense, a treaty against history. Until January 1963, it was unclear whether an agreement on Franco-German friendship would be concluded in the form of an intergovernmental agreement, as Adenauer would have liked, or as a treaty under international law requiring ratification."

Prof. Schlie is the director of the Center for Advanced Security, Strategic and Integration Studies (CASSIS) and the
Henry Kissinger Professor of Security and Strategic Studies at the Institute of Political Science and Sociology.
