Heinemann-Grüder - "Peacekeeping Forces" in Ukraine: Good Idea or Not? Heinemann-Grüder - "Peacekeeping Forces" in Ukraine: Good Idea or Not?

The idea of sending so-called "peacekeeping forces" to Ukraine has gained increasing attention in recent weeks. The United Kingdom has signaled its intention to deploy troops after a potential end to the war, in order to secure peace between Russia and Ukraine. But is this proposal realistic and meaningful? What challenges and opportunities would such an intervention bring?

Peacekeeping forces have often played a key role in stabilizing conflict regions in the past. Their mission is to mediate between the conflicting parties, ensure security, and assist in the reconstruction of a country. However, in Ukraine, such an intervention could face particular hurdles: the geopolitical situation, the historical burden between Russia and Ukraine, as well as the differing interests of international actors, make such a mission complex and potentially dangerous. As with all military interventions, it is crucial that peacekeeping forces have clear mandates, adequate resources, and broad international support. However, political scientists such as Andreas Heinemann-Grüder, a professor at the University of Bonn, warn that the success of such interventions is not guaranteed—especially if no long-term political solution is in sight.

Prof. Dr. Andreas Heinemann-Grüder2 is a Senior Fellow at CASSIS and an Adjunct Professor of Political Science at the University of Bonn. His research focuses on politics and conflicts in the post-Soviet space, comparative federalism, the resurgence of authoritarianism, and violent political crises involving irregular armed groups.
