In an interview, Hans-Dieter Heumann, former President of the Federal Academy for Security Policy, emphasized the importance of the Paris summit of the “coalition of the willing” for Europe's ability to act. He emphasized that the participating states signaled their willingness to provide long-term support to Ukraine and discussed security guarantees to secure a possible ceasefire. Dr. Hans-Dieter Heumann2 is a lecturer at the Institute of History at the University of Bonn. Until 2015, he was President of the Federal Academy for Security Policy in Berlin, before that German Ambassador to the Council of Europe. His diplomatic service took him to the embassies in New York (UN), Washington, Moscow and Paris. At the Federal Foreign Office, he worked in the planning and management staff and in the planning staff of the Federal Ministry of Defense. As a political scientist, he has taught and conducted research at Georgetown University in Washington, D.C. and at the Institute for East-West Security Studies in New York, USA.
