Bundeswehr der Zukunft – Verantwortung und Künstliche Intelligenz

Gunpowder, railroads, airplanes, tanks and nuclear bombs: they have all permanently changed the way war is waged and thought about. Artificial intelligence (AI) not only has the same potential, but is already changing conflicts and wars worldwide.

The new technology is not without controversy. Some consider the promise of developing artificial intelligence with ethical guardrails to be barely tenable. For Henry Kissinger, it is high time the West made artificial intelligence a high-priority issue, especially to link AI with our humanistic traditions.

Properly applied, there is unimagined potential in AI. Especially for our armed forces. With the anthology "Bundeswehr der Zukunft," the Konrad Adenauer Foundation has initiated a debate on the digital transformation of the armed forces and the technological developments of the 21st century. The Bundeswehr and society are faced with the question of whether and to what extent AI can be used militarily and, above all, to what extent it may be.

We are faced with existential questions: Where are the possibilities and limits in the use of AI? How should autonomy in weapon systems be dealt with from an ethical and legal perspective? What role will the human component play on the battlefield of the future? And last but not least: How can AI help gain a military advantage or decide a war?
