The Center for Advanced Security, Strategic and Integration Studies (CASSIS) at the Rheinische Friedrich-Wilhelms-Universität Bonn and the Democratic Resilience Center (DRC) at the Helmut Schmidt University/University of the Federal Armed Forces Hamburg signed a letter of intent on 10 March 2025. With the signing by the chancellors of the two universities, Holger Gottschalk (Bonn) and Axel Puckhaber (Hamburg), and the spokespersons of the two research centers, Prof. Dr. Volker Kronenberg (CASSIS) and Prof. Dr. Gary S. Schaal (DRC), a research partnership was agreed, initially for a period of three years. The collaboration is guided by the CASSIS vision of meeting global challenges with European solutions and the DRC's mission of promoting resilient and robust democratic societies.

The aim of the agreement is to expand the interdisciplinary cooperation between the two centers on strategic challenges to social resilience, democratic governance and international security. Through this cooperation between CASSIS and DRC, leading minds in security and resilience research will be strategically networked within the framework of specific projects in order to develop practical proposals for the promotion of robust and resilient democratic systems. This applies in particular to the areas of space security, cyber security, energy security, democratic governance and transatlantic cooperation.
 
In addition to joint scientific studies and publications, various academic event formats such as conferences, seminars and workshops are planned in order to contribute to a greater awareness and understanding of strategic action for strengthening democratic resilience in security, politics, science and civil society. 
 
As part of the closer cooperation between the two research centers, a joint summer school on “Strategy Formulation in International Security: Training for Emerging Challenges” (together with the Bundeswehr Information Work Center and the Lithuanian ISM University of Management and Economics) is to be held in the summer (13-19 July 2025).
